Developers are moving forward with plans for Blue Park, an eight-story rental complex that will bring 173 units to Hallandale Beach. The project is set to rise two blocks west of Gulfstream Park racetrack and casino.
On Tuesday, the Hallandale Beach City Commission gave unanimous approval to the site plan for Blue Park and finalized rezoning for one of four parcels making up the development site on Southeast Eighth Street and Ninth Street.
Construction is projected to begin in the second quarter of 2026, according to Bryan Cohen, one of the Aventura-based developers behind the project. He and his brother, Jonathan Cohen, assembled the 1.5-acre site last year through their company Blue Park LLC. They paid $5.4 million for four parcels: 216, 220, and 228 Southeast Eighth Street and 221 Southeast Ninth Street.
Blue Park’s design features two eight-story apartment buildings connected by a parking garage topped with a swimming pool. The unit mix includes studios, one- and two-bedroom apartments with multiple floor plans—some offering dens, lanai-style layouts, or townhouse options.
Market-rate rents will start at $1,950 per month for studios. Of the total units, 28 will be designated as rent-restricted affordable housing for tenants earning up to 140 percent of the area median income.
Nearby development activity includes Seven Park, an eight-story condominium project by Kadima Developers located just north of Blue Park at 218-220 Southeast Seventh Street. That project is scheduled to begin construction in October and will offer 121 condos starting at $375,000 each along with ground-floor retail spaces.
Bryan Cohen noted that he and his brother have retained Alejandro Chaberman as a consultant for Blue Park. Chaberman is also known as a co-founder of Grupo Eco, which developed Atlantic Village—a mixed-use property featuring restaurants, retail stores, and office space in Hallandale Beach next to Big Easy Casino.
