The Florida Board of Governors has approved updates to the Performance-Based Funding (PBF) Model and introduced new metrics and goals for SUS 30, the State University System of Florida’s (SUS) strategic plan.
Ray Rodrigues, Chancellor of the SUS, stated, “As the leading State University System in the nation, now is the time to continue raising the bar. In alignment with university presidents, we are setting the stage for strategic growth across our universities to achieve our 2030 objectives and elevate student outcomes. New benchmarks that encourage continuous improvement ensure that Florida remains the premier destination for students to reach their higher education goals.”
Board Chair Brian Lamb commented on the need for ongoing progress: “To remain #1, we need to continue pushing ourselves to new heights. Many of our universities are already exceeding expectations in several of our existing PBF metrics, meaning we need to reexamine and update our standards to stay competitive on the national stage. I am grateful for the collaboration across our 12 institutions to implement new goals that hold us accountable and drive our momentum to ensure a strong return on investment for students, families, and Floridians.”
The SUS 30 plan sets out mission statements, values, and priority areas designed to keep Florida’s public universities focused on their objectives while adapting to new opportunities. The approved changes realign the PBF Model with SUS 30’s targets in order to promote higher achievement at state institutions. These changes will take effect in 2026; however, funding allocations under the revised model will begin in 2027.
Among the updates are a revised list of Programs of Strategic Emphasis that will be included in accountability plans starting in 2026. Goals have been set for awarding bachelor’s degrees (45%) and graduate degrees (50%) within these updated programs.
Each university will also identify Areas of Expertise and prioritize resources so they can lead both statewide and nationally in those fields.
Additionally, an Iconic Companies list was approved. This initiative aims to build or strengthen relationships between major companies and SUS universities by focusing on key workforce needs and encouraging these companies across various sectors to hire graduates from Florida’s public universities.
