Florida PSC approves key utility reports on lifeline assistance, storm protection

The Florida Public Service Commission (FPSC) has approved four reports aimed at supporting the state’s efforts for reliable and efficient utility services. The reports address several areas, including the Lifeline Assistance Program, Regulatory Assessment Fees (RAFs), Ten-Year Site Plans (TYSPs), Storm Protection Plans (SPPs), and the Florida Energy Efficiency and Conservation Act (FEECA).

According to the 2025 Annual Lifeline Report, participation in Florida’s Lifeline Assistance Program increased significantly over the past year. As of June 30, 2025, there were 332,887 households enrolled in the program, which offers discounted phone and broadband services to low-income residents. This marks an increase of more than 120,000 households compared to last year.

The RAF report indicates that since the passage of the 2011 Regulatory Reform Act, telecommunications fees have been reduced by 20 percent. The FPSC continues its oversight while maintaining consumer protections through programs such as Lifeline and Telecommunications Relay Service.

For long-term energy planning, utilities submitted their Ten-Year Site Plans estimating future power generation needs and proposed locations for new plants through 2034. The FPSC noted a projected annual energy demand growth of 1.35 percent due to population increases and technological developments. All submitted plans were deemed “suitable” for planning purposes and support a stable power grid.

Storm protection was also addressed in a separate report detailing efforts by major utilities like Duke Energy Florida, Florida Power & Light, Florida Public Utilities, and Tampa Electric. The report highlights ongoing progress in reducing storm restoration costs, shortening outage times, and reinforcing grid resilience through infrastructure improvements such as hardening systems, placing lines underground, managing vegetation near lines, and automating certain processes.

In addition to these measures, the FEECA Report tracks conservation efforts among utilities subject to the Florida Energy Efficiency and Conservation Act. Companies including FPL, Duke Energy Florida, and Tampa Electric are reported to be making measurable progress toward energy-saving targets with various efficiency programs and public education initiatives designed to help consumers lower bills and reduce environmental impact.

The FPSC will transmit these reports to officials including the Governor of Florida; leaders of both legislative chambers; the Commissioner of Agriculture and Consumer Services; the Department of Environmental Protection; and other required recipients according to state law.
