Fort Lauderdale approves major Live Local Act redevelopment at The Quay

The City of Fort Lauderdale has given administrative approval to a redevelopment plan for The Quay at 17th Street, a waterfront retail and office plaza. This decision allows the project to move forward under Florida’s Live Local Act, which enables certain affordable housing projects to bypass standard public hearings.

The redevelopment is being led by three South Florida-based firms: The Related Group from Coconut Grove, BH Group from Aventura, and Pebb Enterprises from Boca Raton. Jorge, Jon Paul and Nicholas Pérez head The Related Group; Liat and Isaac Toledano lead BH Group; and Ian Weiner is at the helm of Pebb Enterprises. These companies have previously partnered on several regional developments.

The proposal will transform the existing mixed-use complex and six-yacht marina located at 1515 17th Street into a new development called The Quay. Plans include a 33-story building with 521 apartments, 5,000 square feet of commercial space, and over 750 parking spaces. Of the residential units, 217 are designated as affordable and workforce housing. Apartment options will range from studios to three-bedroom layouts.

Developers also plan to add a waterfront public plaza while maintaining the current shopping center and two office buildings on site. Though the lot’s current zoning permits only 361 residential units and up to 12,000 square feet of retail or restaurant space, the Live Local Act allows for increased density without city commission approval when at least 40 percent of homes are affordable.

Last year, the partnership acquired The Quay property for $48.5 million. The same group owns Ocean Walk in Riviera Beach and the former Office Depot headquarters in Boca Raton, where another mixed-use project with apartments and retail is planned.

This latest project expands Related’s portfolio of Live Local Act developments in South Florida. Recently, its affordable housing division submitted plans for a multifamily and hotel complex at Jackson Memorial Hospital’s Miami campus that would feature two residential towers—one with 460 apartments and another with 382 units—as well as an 18-story hotel with 128 rooms, retail space, and parking facilities.
