Related Urban, BH Group, and Tezral Partners have received initial approval from the Riviera Beach planning and zoning board to develop a 418-unit apartment complex at Marina Village. The proposed project includes two 20-story towers on city-owned land bordered by Broadway, East 12th Street, Avenue C, and West 13th Street. This plan now awaits a final decision from the Riviera Beach City Council.
The development, named Gallery at Marina Village, is planned for a 2.45-acre site. It will feature a mix of 190 two-bedroom units, 152 one-bedrooms, 38 three-bedrooms, and 38 studios. The project also calls for 3,000 square feet each of retail and office space. Planned amenities include an 1,800-square-foot fitness center, an equally sized coworking area, and a ground floor pool deck.
A nine-level parking garage with 652 spaces is part of the design—about one-quarter fewer than the city code requires.
The new complex is located next to Residences at Marina Village—a separate eight-story building with 149 affordable and workforce housing units being developed by Related Urban and Tezral Partners. According to Related Urban president Albert Milo, that neighboring project is nearing completion and is expected to be finished in the fall.
Both projects are components of Riviera Beach’s Marina Village Master Plan. Adopted in 2013, this plan aims to stimulate economic growth across a city- and community redevelopment agency-owned waterfront area covering about 90 acres. The master plan features not only residential developments but also includes marina facilities and an event space with outdoor dining options.
While the under-construction building provides affordable and workforce housing options, the newly approved Gallery at Marina Village was initially designed as a market-rate project. Milo addressed concerns about affordability: “That doesn’t mean a workforce person can’t reside in the Gallery at Marina Village, but the market will dictate what the rents will be.” He noted that rents are projected between $2,500 and $4,000 per month.
During discussions with the planning board, vice chair Frank Fernandez advocated for workforce housing units within this new development as well. Milo responded that he did not object to including such units since workforce housing needs only be affordable for households earning up to 120 percent of the area median income—a figure currently around $98,000 annually in Palm Beach County but expected to rise to $108,000 in May.
Related Urban is among three developers competing for rights to build on an additional twelve acres near Marina Village’s waterfront as part of the broader master plan. Other proposals include Forest Development’s bid featuring a convention center with at least 320,000 square feet alongside hotel rooms and condos; Sonnenblick Development has suggested constructing a mixed-use property anchored by a Margaritaville Hotel along with residential units.
The overall master plan for Marina Village encompasses various elements such as condominiums totaling over two hundred units; hotel accommodations; multi-story condos; retail spaces along the waterfront; plus recreational amenities like tennis courts and soccer fields within parking structures.
